Plank 13 of the National Plan of Action directed state and federal laws on marital property and inheritance to operate under the principle that “marriage is a partnership in which the contribution of each spouse is of equal importance and value.” It further recommended social security coverage for homemakers as well as the creation of training and counseling programs for homemakers “displaced” by widowhood or divorce. Commissioner Lenore Hershey moved the resolution to the floor on November 20. After one anti-Plan delegate insisted on addressing Anne Saunier as “chairman,” the session’s presiding officer replied, “I am not a chair-man, and I don’t plan to become one.” The plank passed without amendment.
